Power BI Create 7 on 7 off Roster for Crews

Hi All,

 

I am trying to create a shift roster in power bi or power query but have no idea how to approach it.

The roster in 7 on, 7 off. There is a night shift and dayshift crew and they rotate (eg, A crew dayshift, C crew Nightshift for a week, then both get week off, then C crew dayshift, A crew Nightshift).

 

This is what the outcome should look like:

How do I go about setting up this roster in power BI or powewr query (whichever is easiest).
