Pivot Column- customer invoice survey

Hi Guys , 
I am trying to create a report for customer voice survey in PBI .
While trying to get the question column pivoted ( value response ) , dont aggregrate option . I am getting the following error :
Expression.Error: There weren't enough elements in the enumeration to complete the operation.
Details:
[List]
, the column response is not empty ,
