Onedrive.live security warning and cannot open spreadsheet in power query

According to your description, first of all for the first question, this is an existing ICM that belongs to Office 365. there is an alternative method you seem to have tried, to suppress the warning for trusted sites, tenants can add the trusted sites and hostnames in the internet zones feature.

For the second issue, as the error message you provided indicates, your url address is wrong. If you want to use power query to get the form on onedrive, you need to use the explicit form address so that you can get the form data correctly.
