Multiple if conditions

Hello

I need help with multiple if conditions writing a conditional statement

for the below logic

 

≤9.0%= 10 pts
>9% and 2 ppt <2022rate = 10 pts
>9% and 1-1.99 ppt <2022 rate= 5pts

 

I tried the below statement didn't give the right result

 

color_annual =
if('PCR_Summary_D/M/Q/Y'[RATE-%]<=9 ,
"10pts",
if(and('PCR_Summary_D/M/Q/Y'[RATE-%]>9,'PCR_Summary_D/M/Q/Y'[RATE-%YOY]>=1.99),"5pts","0pts"))
