I want to create a summary report of Report A which is in Workspace A in Workspace B. It seems to me the best way to do this would be to create Report B that uses the Power BI dataset of Report A. However, the desktop will not let me publish it to Workspace B. It doesn't even ask. It just publishes it to Workspace A by default.
So my only alternative is to republish report A directly into Workspace B, but visuals redone with just the summary data I want. But now I have two reports pulling the exact same data through our Gateway, which seems horribly inefficient.
I cannot figure out the logic of not allowing workspaces to use report datasets from other workspaces, assuming all permissions are allowed of course.

FWIW - this is going to be fixed in March 2019 it seems, which is good timing for my project. See this article for info on the "shared and certified datasets."
