This relationship is not something like join in SQL, manage relationship is about filer directions. You may use Power Query instead of relationship and sql query, merge query is your best option.Tutorial: Shape and combine data in Power BI Desktop - Power BI | Microsoft Docs

If you are saying that the filter is "both" as in bidirectional, tryncnahing it so it filter a in the right direction--that is, drag from fact to dimension.
