Issues Connecting to Oracle

Based on your description, you have installed the Oracle client and drivers, and both Power BI and the client are x64-bit. This is necessary for power bi to connect to Oracle. Then, you mentioned that you can connect to the Oracle database on the old computer, but you can't do it on the new computer. Then you need to consider whether the environment or configuration paths of the two computers are different, here are some solutions for the above possible scenarios.

First, to connect to an Oracle database using Power BI Desktop, you need to install Oracle Client for Microsoft Tools (OCMT) on the computer running Power BI Desktop. The OCMT software used depends on the version of Power BI Desktop installed: 32-bit or 64-bit. It also depends on the version of the Oracle server. oracle Database 12c (12.1.0.2) and later.
Next, if installed, verify that the tnsnames.ora file is properly configured and that you are using the correct net_service_name. also make sure that the net_service_name is the same between the computer using Power BI Desktop and the computer running the gateway.
Finally, during the setup of the Oracle client, make sure that configuring the ODP.NET and/or Oracle provider for ASP.NET is enabled computer-wide by checking the appropriate checkboxes in the Setup Wizard. By default, some versions of the Oracle Client Wizard will have this checkbox checked, while other versions will not. Ensure that the check box is checked so that Power BI can connect to your Oracle database. During the setup of the Oracle Client, make sure that you enable the computer-wide configuration of ODP.NET and/or Oracle Provider for ASP.NET by checking the appropriate checkboxes in the Setup Wizard. By default, some versions of the Oracle Client Wizard will have this checkbox checked, while other versions will not. Ensure that the check box is checked so that Power BI can connect to your Oracle database.
