Power Query SDK in Visual Studio is used to create custom connectors for users that you can refer:

Installing the Power Query SDK 

 

If you want to use Power Query for the SSAS tabular model, it is supported that when you start to create a new tabular model in Visual Studio, choose the data source and it could be transformed in Power Query Editor before you import data to Visual Studio. You can refer this viedo: Business Intelligence: Power Query Comes to SSAS Tabular Mode
