I have a query written in SQL and I need to apply same logic using power Query, Can I get help.

Hi,   Basical I need to display Top 20 postcodes with First Flooding Values, The issue is First_flooding has mostly value of 1, and when I try Using Top N Function in Filter, It return all the rows...
