How to create a table that switches rows and columns and summarizes the result?

I’m running a compliance project that has work we need to do (WorkToDo column) mapped to each law that requires we do it (Law#1, Law#2, Law#3):

I’d like to generate a table that maps that shows each law mapped to the work required by it:

What’s the best way to do this?

unpiovt the table, then pivot it with another column, maybe like this

NewStep=let a=Table.ReplaceValue(PreviousStepName,"Yes",each [WorkToDo],(x,y,z)=>if x=y then z else null,List.RemoveItems(Table.ColumnNames(PreviousStepName),{"WorkToDo"})) in Table.Pivot(Table.UnpivotOtherColumns(a,{"WorkToDo"},"Laws","Value"),List.Distinct(a[WorkToDo]),"WorkToDo","Value",Text.Combine)
