Gateways clarifications - Non-pro users able to view dashboard

Hi,

We are exploring how to integrate our reporting into PowerBI and I'm hoping someone can solve a couple of doubts I have.

PowerBI's documentation for the Enterprise Gateway states the following "Anyone can install or manage an enterprise gateway. However, to view content that makes use of the gateway is only available with a Power BI Prosubscription". Apologies if this is too dumb, but does it every user viewing the dashboard need purchase a pro version? We are a team of developers with pro accounts, but is Microsoft expecting that everyone remotely using PowerBI gets a Pro account? I'm thinking about PowerBI Embedded for example... if I create an Android app and embed a PowerBI dashboard that refresh live data with the Enterprise Gateway, would every single user need to purchase a PowerBI account? Does the same applies to the Personal Gateway?
