Gateway fresh not working after adding excel file

"Include in report refresh" option only works for Power BI Desktop, it doesn't impact the refresh process in Power BI Service.
In Power BI Desktop, when you disable "Include in report refresh" option, data will not update in report view of Power BI Desktop after you click "Refresh" button in Desktop."Enable Load" means query results are available for report builder. Otherwise you may use it in your other queries (for example to merge data), but it is not shown in the report builder.

Apologies for the lack of clarity. It was clear in my head. :-)
The Excel file is local to my laptop. (thus not available in the cloud).
After Publishing the PBIX I want to refresh the Oracle data source only (I appear to be prevented because of the existence of the excel file).
FYI: I've worked around this by getting the data in the excel file hosted in the Oracle database. And it's the right solution. However I'd like to know if it is possible to solve the situation I have described. What does turning off "Include in report refresh", and "enable load" do?
