Please check if the machine hosts the on-premise data gateway meet this requirements.
Please share the On-premises data gateway service logs and Fiddler Trace (https://powerbi.microsoft.com/en-us/documentation/powerbi-gateway-onprem-tshoot/#tools-for-troubleshooting) around the time that error throws out with us.
