Difficuly to be certain without more information, but the error details ("Report requested for export is not on dedicated capacity") suggest that your report needs to be within a Premium Capacity workspace in order to be exported in this way.

"Report requested for export is not on dedicated c... - Power Platform Community (microsoft.com)
2. As for the Power Automate button not appearing after publishing on the web, this is a known limitation. Power Automate buttons do not appear in published reports. They only work in Power BI service when you are logged in and have appropriate permissions to view the report.
