Does the 1 MIllion Row per Hour limit the refresh on a workbook with say 2 million rows?

Power BI Pro shows a streaming refresh limit of 1 million rows per hour.  If I have a workbook with 2 million or more rows of data, will this restrict the ability to refresh the workbook?

No, the only thing you need to worry about is 250MB limit on your model size.

Yes, it's the size of the .PBIX file that cannot be more than 250MB if you want to upload it to PowerBI.com.  Number of rows is irrelevant.  The file also cannot have more than ten reports.  These are the two main limitations.
