Data manipulation; connecting reference columns then pivoting?

Every SITE has multiple SYSTEMS with the same set of COMMON NAMES. This is where I lose my E&R, ITEM REF belongs to a single SITE that I could extract from the SQL output, but I'm not sure how to connect COMMON NAME one to many ITEM REF.

Turns out what I needed to do was merge these queries, not create a relationship.
