Regarding the issue with import an Excel file into Power BI and paste data manually from Excel, are failing on an iPad are due to platform and Power BI’s functionality.Power BI on iPad is limited to viewing reports and does not support importing Excel files or pasting data manually. Features like "Get Data" and "Enter Data" are not available in the mobile app, and importing files from the iPad’s local storage isn't supported.

Manual data entry is only possible through Power BI Desktop or in a browser using Power BI Service, but not reliably on an iPad. The best workaround is to upload Excel files to OneDrive or SharePoint and access them through Power BI Service in a supported browser as suggested by tharunkumarRTK .
Since manually pasting data into Power BI is not supported on iPad as no “Enter Data” feature in the mobile app or reliable clipboard support in the browser, you can create a table in Power BI Service(browser).

Upload your excel file in sharepoint / one drive. Copy the file URL from the details pane. Open app.powerbi.com from your browser and then click on create tab. Click on 'Excel (preview)' option and paste the URl you copied. It should work.
