Hi Anonymous ,
If "end date" is equal to "planned end date", will the "New end date" show "planned end date"? If yes, you could use pivot column to have a try.
= Table.AddColumn(#"Changed Type", "Custom", each if[New end date] = null then [Planned end date] else[New end date])
