Creating relationship within 2 SP list with null value (one to many)

Yes, it is possible, but in order to do it, you will need to change the cardinality to ( Many to Many ).
It seems that Power Bi detected duplicates in your Assignment data ID Rotation column, this prevents you from creating 1:* relationship.
