Copy new rows from source to destination based on criteria

Hi, looking for some advice please. I'm collecting product volumetric data (codes, length, width, height etc) using a volumetrics machine which then outputs the data to a CSV file on a network share (the machine itself cannot directly import to other docuents/programs)

 

I have a 2nd document, a Master Volumetrics sheet (in SharePoint Online) which has 7000 rows of historic data.

 

What I'm trying to achieve is that each time a new row is added to the CSV, there is a check of the master based on the part code. If the part code exists, then do nothing, if it doesn't, then copy certain values from the source & create a new row in the destination 'Master'.

 

What's the best way to achieve this? Is it something that would be fairly easy to achive in Power Query for a complete novice?
