Convert a set of data for an animated bar chart

Here are the steps to follow in Query Editor/Transform Data.

Input

Step 1:

Remove Column2(Right click -> Remove)

Step 2:Promote Headers 

Home->Use First Row as Headers

Col 1 is empty; 2000 as column 2 name and 2001 as column 3 name

Step 3: Unpivoted Columns

Choose col 2 and 3 , Transform-> Unpivot Columns

Step4 : Rename Column names
