Why would one of my users gets this message? He is using Power BI Desktop and a Pro licence isn't required for Desktop! However, I can connect to it without issues (I have a Pro licence!)

That's extremely strange indeed. I wonder whether Excel uses some Embedded Power BI stuff, but that would be kinda weird, I guess you can just double-check the connector you use.
This works the best:
= SharePoint.Contents("https://tenant.sharepoint.com/sites/siteName", [ApiVersion=15])

This is interesting, I've never seen that before in Powr BI Desktop.
What version of Power BI Desktop is being used, and what connector is being used to access the excel file from sharepoint (Web, SharePoint Folder, etc)?
