Anonymous,
A method is to connect to ServiceNow as an ODBC data source in Power BI, then add the ODBC data source within gateway, and whitelist the IP address of gateway machine and add required ports into your firewall rule.

Yes, you would need to install the ODBC driver to the VMs that host gateway and Power BI Desktop.

Anonymous Service Now provides a free ODBC Driver. If we were to use the ODBC Driver Service Now Provides, would that have to be installed on all Developer Machines and the VM hosting the gateway?

We are a Microsoft partner with pre-built Microsoft BI solutions ServiceNow, SolarWinds, JIRA and more. It's not a connector, it's an installable Microsoft BI solution.
