Please review my reply in the similar thread below. You can able to use ODBC connector or web connector in Power BI Desktop to connect to Cognos TM1 database.

Hi All,
There is now an TM1 Custom Data Connector which you can use in Power BI to access Views and execute raw MDX.
Its available from https://micatio.com/products-and-services/tm1-power-bi-custom-connector/
