Column Concatenation

sorry, I don't get the point. Your Web.Contents-function needs a scalar value and i suppose your column contains multiple rows. So should these rows somehow put together, or what is the goal? I think your real need is to invoke web.contents for every row in your table, and use the column Web Color as parameter. Is this what you need? Then your code should look like this (not tested)
#"Extracted Text Between Delimiters" = Table.TransformColumns(#"Extracted Table From Html", {{"Web Color", each Text.BetweenDelimiters(_, "Color=", "&"), type text}}), #"Loaded Style Number" = Table.AddColumn(#"Extracted Text Between Delimiters", "Style Number", each Web.BrowserContents("https://www.brooksbrothers.com/on/demandware.store/Sites-brooksbrothers-Site/default/Product-Variation?pid=" & item & "&dwvar_" & item & "_Color=" & [Web Color] & "&format=ajax"),
