Cannot install On-Premise Data Gateway

I tried installing the On-Prem Data Gateway and ran into errors today, I tried using all the solutions from the other posts but it did not work. 

1) Installed Power BI Pro Desktop

2) Have .NET 4.5 above installed

3) Added "NT SERVICE\ALL SERVICES"

4) Tried modifying the Hosts file, did not work with/without the modification of the hosts file points 127.0.0.1 to cls

I am installing on a Windows 7, 8 GB RAM with .NET 4.5

There are some proposals for your troubleshooting this issue.

1. Right click the setup package and select “Run as administrator” to start the installation.
2. Check group policy, ensure that NT SERVICE\ALL SERVICES and NT SERVICE\PBIEgwService are allowed to Log on as a service.
3. Make sure that your account have write rights on the C:\users folder during the installation process.

If you still fail to install gateway, please help to post the full information from setup log of the gateway which can be found in %localappdata%\Temp\On-premises_data_gateway_*.log.
