sois Ignore that link and instead download x64 bit MySQL connector and install yourself. I have seen before where doing that has fixed the problem.

Advocate Iif others have this problem try the following install the 8.0.30 version https://downloads.mysql.com/archives/c-odbc/ and the 8.0.32 version https://downloads.mysql.com/archives/c-net/ I have no idear why this works but it does
