Can Power BI connect to the data storage of Office 365 Froms?

There is no built-in connector for Office 365 Forms in Power BI, an idea about this issue has been submitted in this link, please vote it up.

As a workaround for this issue, you can export data from Forms to Excel, then connect to Excel file in Power BI. Or you can embed Forms into a web page, then use Web entry in Power BI Desktop connect to the web page, for more details, please review this similar thread.
