I've gotten some ideas, but I'd like to clear up some questions before posting a solution. Do you want to implement this via DAX or PowerQuery.
Could you please consider sharing more details about it and posting expected result so it is clear on what needs to be implemented? And It would be great if there is a sample file without any sesentive information here.

You can create a custom column with this syntax for that logic
= if ([Dimension1] = null and not List.Contains({"Value1", "Value2"}, [Dimension2])) then "x" else null
