Calculate Sum of Columns Based on Conditions

Hi, 

I have a dataset as below (left) and I need to add another column (right) based on this condition:

1. Sum of all ACT value and first subsequent FC from column ACT_FC.

Would really appreciate if someone can help me out on creating this calsulated column in Power Query.
