Apply a Cost based on a date in a Rate Table

Hi, I just need to delete this question. If you want to delete it on your end that's fine but I don't see how I can do that

Maybe this is just adding a calculated column returning a value based on the rate that falls in between the dates.  I might be over thinking this.  Any guidance is appreciated.  Thank you
