Pricing on using a PowerApp in PowerBI

Hi there,

I want to augment my report by adding a power app to enable users to flag certain records for review. I was just curious about the added costs of using a PowerApp inside PowerBI. 

Do end-users need a certain type of license? Do I need to give them individual access to the app or will giving them access to the workspace or report suffice?
