Power App visual in Power BI - what does an unlicensed user see?

Hi, we are building a Power BI report that will have a Power App visual integration. Some of the users will have a Power App license for entering commentary, but most users will not have a license. My question is, what will the users without a Power App license see? Will the app still appear and an error appears if they try to interact? Or will there be some kind of error immediately on the Power BI page?
