What I meant is that it’s not necessary to purchase a Power BI license for every individual user who views the reports. With Power BI Embedded, you only need a single capacity-based license (like Power BI Embedded capacity).

The reports are embedded into your application or web portal, and access is handled via an Azure service principal using embed tokens. This means your end users can log in through your portal using their own credentials (not necessarily Microsoft accounts), and they don’t need any Power BI licenses themselves.

So essentially, one licensed capacity (via Power BI Embedded ) handles the workload, and the end-users benefit from the embedded analytics experience license-free on their end.
