Clustering the cities reveals three archetypes — sustainable leaders (high green & low carbon), mixed-profile cities (high green but unexpectedly high carbon), and at-risk cities with low green cover and elevated carbon — suggesting that different policy mixes (greening, emissions controls, transport investments) are appropriate for each group.
