Is there any way to resfresh now dataset via smartphone?

mobile version https://app.powerbi.com/ doesn't look great for small screens

Do you mean you are trying to use a mobile browser to access power bi service and refresh dataset records? If this is a case, current Power BI not contains any options to auto-stretching its contents to fit your mobile device screen.

Maybe you can submit an idea for autofit contents layout when access from a mobile browser.
