I have a report with four pages, one of these pages has a mobile view, this page also has a desktop variant.
I have a requirement that when a user uses a mobile the report opens on a specific page, but when they use a PC they are presented with a specific different page. No i can't merge the pages, the contents are specific to the context when the device is used.
Is there a way of setting a powerBI's opening page on the basis of the device being used to access the report?

There is no setting in power BI to open a specific page based on the device.
What you can do is to use shape/button and change their formatting setting to navigate to Mobile as I did in the following example:
Here is a report with 3 pages, and only one of them should be viewed in Mobile:
For the web pages I added one of the shape/buttons from the desktop layout to the mobile layout and modified few settings:
So, when the viewer open the report in the mobile device he gets the first page that contain the button:
And when taping on the button he will see the mobile report:
