Is it impossible for external guest users to access the PowerBI mobile app? I've found most of the information and questions on this are out of date. I expected the guest user to be able to use their same credentials as logging into the web browser.

You're welcome.
The web version of Power BI Service allows you to temporarily invite personal accounts like gmail.com to view reports from external organization. After you have invited the guest users, open the share link of the report, log in with the personal account you invited, and the code will be verified and then logged in.
However, please be aware that it is not yet available in the mobile app.

It's possible for external guest user to access the site as a guest.

Some screenshots for your reference, too.
Once you open a report from external organization, it will pop up a tips ask if you can switch sites.
After changing the site successfully, you can see the external report.

Thanks for your answer! What about personal domain and emails that are not Microsoft tenants - for example yahoo.com, gmail.com?
