DBahatAre you able to access the portal from a browser?
Note that for azure VM you also need to configure an endpoint (https://azure.microsoft.com/en-us/documentation/articles/virtual-machines-windows-classic-setup-endpoints/).
Also make sure your firewall configuration is for public profile (by default you only see the domain profile firewall configuration)
