Is Power BI GCC supported on Android and iOS
Is the mobile Power BI app supported on Android and iOS in a GCC tenant? It thinks that Power BI is not enabled. I'm able to use the desktop client and web version just fine. I have a pro license ...

You should have engaged with your government account rep to have a CSS case opened to get this worked.
This document shows that you need to work with your account team to add your tenant to the allow list:
