Now they we have the .pbip format, is it possible to copy a page and its mobile layout to another report?

AFAIK, 'copy and paste contents' feature current only work for pbix file. (The document also not mentions it compatible with pbix files)
For this scenario, you may need to save as the current pbix file to pbix format to enable the above feature:
