Does PowerBI copilot will be avaiable on published report with Mobile layout ? Is there any sepcific admin setting required to enable the same ?

Power BI Mobile will support Copilot. It is currently under work. Please follow Power BI blog for product updates and announcements.
It will not require any admin specific setting, but will honor the same setting and rules that Power BI Webapp follows.
