If delete the report and dataset in Service then republish from Desktop to Service, can it display normally in Service ? If there is still a problem after the above operation , please provide your sample and the version number of Desktop .

Have you turned on the “Power BI Desktop infrastructure update preview feature” in the desktop setting?
If so, a similar issue has been reported internally, so stay tuned.
Problem description: When trying to launch Power Bi Desktop, it throws a frown error when the Power BI Desktop infrastructure update preview feature is enabled but if we disable this feature PBI Desktop launches as expected.

As a temporary workaround, I suggest you to go to the setting to turn off the option “Enable infrastructure update preview feature” to make this issue disappear:

Can you provide detailed information about the version of Power BI Desktop and Power BI Service?
Also does this problem persist if accessed through app.powerbi.com?

Still could not reproduce it in my side as far as my test, after I have deleted the scorecard from Metrics, have not received refresh failed e-mail during these days.

May I know what’s your data source and what’s the connection mode? What kind of capacity is your report workspace in? Is this issue happening on the reports in a specific workspace or randomly happening on all your reports?
Is your report data large? Is your report page containing too many visuals?

You can try to go to Power BI service, Get Data-> Files to get pbix files, this has the same effect as publish from desktop. If you can get file successfully , there may be a problem with your Desktop, you can uninstall and reinstall the Desktop to see if it works .
