repro step:

1. In the power bi service, click Workspaces on the left navigation pane.

2. Next click "Create app workspace" button ---small window slides from the right screen

3. I populated the all the fields (name, privacy, members' rights, added members)

4. Then clicked "Save". ----a popup displayed the above error message

Same issue here when click on create new workspace.
