When workspace is upgraded - email to members is always sent

As an admin, I'm manually going through 150+ of our Office 365 groups, setting me as the owner of the groups, going to the BI group, converting to the new workspace, and then removing the empty workspace.

Every time I upgrade the workspace EVERYONE in the group keeps getting emails, which you can't turn off.

Yes currently there's no such option which can let users disable email notification when in this senario. I would suggest you create an idea here to help power bi improve.
