Users unable to Pin cards, gauges and KPI's to dashboard for alert set up

Users with Read, Reshare permission are unable to Pin cards, gauges and KPI's to dashboard for alert set up. The push pin appears in the visual toolbar however, it is grayed out. It seems functionality is disabled. Their dashboard is on a shared workspace. The source data for their reports is pulling from a Power BI dataset on the same shared workspace. There is row level security applied using an employee hierarchy table.

May I know whether you give Read and Reshare permission to these users by a Share Link? Are these users at least a Contributor role in your workspace?

The ability to create and edit a dashboard is considered a creator feature and requires edit permissions on the report. Read-only content can’t pinned. Edit permissions are available to report creators and to those colleagues the creator grants access. In another word, users with Contributor, Member or Admin roles in the workspace have Edit permissions to the content including reports and dashboards in it.

 

For example, if David creates a report in workspace ABC and adds you as a member of that workspace, you and David both have edit permissions. On the other hand, if a report has been shared with you directly or as part of a Power BI app, you're consuming the report. You may not be able to pin tiles to a dashboard.

 

In addition, they need Pro or Premium Per User license.

For the Dataset and Dashboard, everyone has Read permission. Some have both Read, Reshare. For the shared workspace everyone has only Viewer access.  Contributor, Member or Admin allows them too much access. My goal is to give users just enough access so that they can pin visuals to set up thier own alerts in a new dashboard but without risk of them going into the workspace and changing/deleting the data/content or reports within the workspace.
