1. Did you have normal access to this report before? When were you unable to access it?
2. Are you the creator of the report? If yes, then you need to check if your report is in Premium capacity, when your Premium license has expired, then your report is not accessible. If not, you need to check with the creator or administrator of the report to see if the report has been deleted or if your access has been disabled.
