Unable to share reports

I have a Pro license and I am trying to share a Power BI report from a premium workspace to other users. The users exist within my organisation and the email addresses are being typed correctly. However, I get the error message "One or more email addresses could not be validated". I'm having this issue on multiple reports in multiple workspaces. I have asked colleagues to try and some have success while others face the same error message I am getting.

Usually, we encounter this kind of error message because we enter the wrong email address or the user you shared with is outside the organization and you haven’t invited him as a guest user.

From the Azure portal, under Privileged Identity Management > Azure AD roles, try adding the Power BI Administrator role.  This was also affecting our ability to assign row level security roles within the service.
