Unable to access create Power Bi Embedded in azure even after purchasing powerbi pro liscence

Hi, 

I'm trying to create service for Power Bi Embedded in azure using New -> Data + Analytics -> Power Bi Embedded. 

I've gone through the subscription steps and purchased the Power Bi Pro liscence but still I'm getting the subscription screen instead of create Power Bi Embedded services. I'm getting the message as below while creating that,

What should I do to resolve this?
