Row level security on a report using other's semantic model

I need to set row level security on a Power BI report that uses other's Semantic Model which I don't have permission to set security on or edit/update.  That semantic Model is set to be automatically refreshed every hour. I want my report data synched with the semantic Model. Is it doable? How can I reach this goal?

Based on the existing design, your needs cannot be realized.
Setting up RLS,You need at least edit permission for reports in workspace. This conflicts with your existing situation.

Thank you for your reply, Caitlyn. 
Here is another option I am trying but still not successfully. I download the other's semantic model, set up the row level security on the downloaded dataset and publish it to a workspace that I have full control of. The original semantic model owned by others is refreshed hourly. Is it possible for me to set up a scheduled auto refresh on my downloaded dataset to synch the original semantic model? And how? What credential information do I need from the original semantic model owner? here is a screenshot:
